The Regional Transport Office (RTO) is a government organisation establish to oversee all transport-related operations in India. Therefore, the primary objective of the department is to maintain a database for all vehicles operating in the country and issue licenses for drivers. In addition, the department also engages in various other duties like tax collection, pollution check, and enforcement of road transportation rules. If you are a vehicle owner, you may have to visit the RTO for various things for example like registration, new license application, license renewal, etc.
RTOs are located throughout the country, and they currently function under the rules put forth by the Motor Vehicle Act of 1988. These rules are applicable throughout the country and are enforce by the RTOs of the respective states. One of the major duties of an RTO is to improve vehicle security and reduce vehicle-related crime. RTOs also play a major role in enforcing strict rules in the case of accident.
Functions of RTO
Vehicle traffic is increasing in India day-by-day. Hence, the role of RTO in regulating traffic is also increasing along with this. Consequently some of the key roles performed by RTO are listed as follows:
- Enforcing the motor vehicle rules established by the Motor Vehicles Act, 1988.
- Registering new vehicles.
- Maintaining a database for all registered vehicles.
- Issuing licenses to vehicle owners/drivers.
- Routinely inspecting vehicles.
- Issuing certificates to assert the fitness of vehicles.
- Collecting one-time road tax for motor vehicles from vehicle owners.
- Managing the permits issued to trucks, autos, taxi, etc.
- Implementing any new rules issued by the government with regard to motor vehicles.
- Checking emissions and issuing pollution certificates for vehicles.
RTO DATABASE
The RTO identifies untaxed vehicles, and identify keepers of cars entering various Indian states. Who exceed speed limits on a road that has speed cameras by matching the cars to their keepers utilising the RTO database. Therefore, the High Security Registration plates (HSRP) were introduce to help reduce vehicle crime and improve security. There are various portals where one can check their license status.
Vehicle Registration Certificate
The owner of a vehicle can apply and get duplicate copy of the vehicle registration certificate from the concerned RTO office. In Addition if it is stolen, lost, destructed and completely written off. A complaint should be lodged to the police station which is situated under the jurisdiction or area of lost before approaching the regional transport officer. Hence, after completing the formalities, the owner has to submit FORM 26 and the Police Certificate to the Registering Authority along with the required documents for applying duplicate vehicle registration certificate.
